Pa. gaming set monthly revenue record in November

Pennsylvania gaming in November set a monthly revenue record, the Pennsylvania Gaming Control Board (PGCB) reported Wednesday.

Individually, sports wagering achieved highs in handle and revenue as well.

The PGCB reported that the combined total revenue generated from all forms of gaming, along with fantasy contests, during November 2025 was $623,092,053, an increase of 10.80% compared to revenue generated a year ago. This amount represented a revenue high and surpassed the May 2025 revenue total of $601,833,369.

The total revenue from gaming includes all those regulated by the PGCB: retail slot machines and table games; casino-type games offered online (iGaming); sports wagering (retail and online); fantasy contests; and video gaming terminals (VGTs). Total tax revenue generated through all forms of gaming and fantasy contests in November 2025 was $260,912,489.

November’s revenue from the play of retail slot machines was $201,247,087, a 0.13% decrease from the $201,507,225 a year ago at this time. The number of slot machines in operation in November 2025 was 24,166, marking a decrease from 24,474 at the casinos in November 2024. Tax revenue from slots machines in November 2025 was $101,410,371.

Retail Table games revenue for November 2025 was $74,739,712, a drop of 3.64% from November 2024 when revenue was $77,564,017. Total tax revenue from table games play during November 2025 was $12,622,766.

November’s casino games offered online generated monthly revenue totaling $242,693,431, compared to $200,490,599 in November 2024, an increase of 21.05%. Tax revenue generated from internet gaming play during November 2025 was $109,258,908.

November 2025 total sports wagering handle was $990,551,916, 5.88% higher than last November’s total of $935,530,170. The taxable revenue figure for November 2025 was $98,343,744, 27.56% over November 2024 taxable revenue of $77,097,493. That figure had been the all-time monthly high until surpassed by this month’s figure. The sports wagering handle also marked a monthly high, eclipsing the October 2025 handle of $968,507,712. Tax revenue generated from sports wagering during November 2025 was $35,403,748.

Total adjusted revenue for November 2025 for VGTs was $3,531,042, 8.94% higher than November 2024 when revenue was $3,241,393. By the end of November 2025, all VGT Operators offered the maximum permitted five machines at 76 qualified truck stop establishments, compared to five machines at 74 establishments at this time last year. Tax revenue collected from VGTs in November 2025 was $1,836,142.

Revenue from Fantasy Contests was $2,537,037 in November 2025, an increase of 2.80% over November 2024, when revenue was $2,468,055. Tax revenue collected from the play of Fantasy Contests in November 2025 was $380,556.

The PGCB oversees all aspects of gambling involving 17 land-based casinos, online casino games, retail and online sports wagering, and VGTs) at qualified truck stops, along with the regulation of online fantasy sports contests. The land-based casino industry in Pennsylvania consists of six racetrack (Category 1) casinos, five stand-alone (Category 2) casinos, two resort (Category 3) casinos and four mini-casinos (Category 4). Casinos and the other types of Board-regulated gaming generated $2.8 billion in tax revenue in Fiscal Year 2024/25.
